It is not possible to obtain a BSN through the Dutch Representation. A BSN can only be obtained if you have lived and been registered in the Netherlands. If that is the case, you can obtain a BSN from the municipality where you were last registered.

If you obtained a new Dutch passport during the period that you lived in the Netherlands, you can find your BSN on the back of the 'hard' page with your personal details and photo.

You must immediately report this to the police station. You must then request an emergency passport from the Office of the Cabinet so that you can travel back. If you have lost a non-Dutch passport, you should contact the diplomatic representation of your country.

The authority for issuing Dutch (emergency) passports or visas is vested in the Office of the Cabinet.
